Dubuque Community School District Announces Two Appointments

The Dubuque Community School District is pleased to announce the appointment of Mark Fassbinder as the district’s next manager of buildings and grounds. Fassbinder, who currently serves as an architect and project manager with IIW, P.C., will succeed Bill Burkhart, who will retire at the end of June.

As manager of buildings and grounds, Fassbinder will supervise all aspects of the district’s physical plant operations, including project management, staffing and budgeting. He will be a key leader in the short- and long-term planning, budgeting and execution of the maintenance, repairs, renovations and additions to district facilities, while also working with the district’s outside vendors and contractors.

Lisa TeBockhorst

The Dubuque Community School District is also pleased to announce the appointment of Lisa TeBockhorst as the district’s next executive director of elementary education.

TeBockhorst, a Dubuque native who currently serves as principal of Hills Elementary School in the Iowa City Community School District, will assume the position on July 1. She will succeed Cindy Steffens, who is retiring at the end of the school year.

As executive director of elementary education, TeBockhorst will be a member of the district’s senior leadership team and will provide administrative oversight of PreK-5 programming in the district’s 13 elementary schools. This work will include oversight of the district’s elementary curriculum, as well as planning, coordination, and supervision of a comprehensive professional learning program for staff.
